On June 26, 2025, Donald G. Laffoon, chairman of the board for Electrical Corp. of America Inc., Raytown, Mo., joined a group of participants invited to a special White House event to discuss H.R. 1, the “One Big Beautiful Bill Act” and its effects on working Americans.
Laffoon is NECA’s Government Affairs chairman and a member of the electrical construction industry. He was selected “to represent the voice of essential contractors who power America’s infrastructure and economy,” according to a NECA press release.
“I’m honored to represent NECA contractors and the thousands of skilled men and women of the electrical construction industry at this national event,” Laffoon said. “This legislation directly supports the companies and the workers who are building America’s infrastructure. It’s important that our stories are heard and recognized.”
Other invitees included truck drivers, firefighters, law enforcement, healthcare workers, ranchers and workers who rely on tips, according to the White House.
In particular, Laffoon went to discuss the portions of the bill that would make permanent the modified federal income tax brackets, tax rates and other tax changes established by the 2017 Tax Cuts and Jobs Act; enhance economic incentives for small businesses and manufacturers; and expand training for skilled trades for nationwide electrification efforts.
“Don’s participation at the White House is a reflection of the trust that NECA member contractors and their workers have earned across America—and in Washington,” said David Long, NECA’s CEO. “Our contractors are at the heart of the workforce, creating jobs, driving innovation, delivering critical infrastructure updates and ensuring our nation’s security. We are proud to have Don serve as a voice for that impact.”
H.R. 1 passed the House of Representatives in May 2025. The Senate then passed the bill, with changes, earlier this week, and has sent it back to the House.
