Dicin Electric Co. Inc. Named SBA Subcontractor of the Year

Dicin Electric Co. Inc., Waterford, Conn., was named the U.S. Small Business Administration’s Federal Subcontractor of the Year—for the New England Region and the entire country.

Dicin Electric Co. Inc., Waterford, Conn., was named the U.S. Small Business Administration’s Federal Subcontractor of the Year—for the New England Region and the entire country.

Dicin was recognized for the company’s exemplary work as subcontractor for Weeks Marine Inc. on the Replace SSN Berthing Pier 32 Project at Naval Submarine Base New London in Groton, Conn.

“Your hard work, innovative ideas and dedication to your community have helped you excel, but also inspire other businesses to do the same. The SBA is pleased to recognize your achievements and your role in driving our nation’s economic growth,” said Bibi Hidalgo, associate administrator for SBA’s office of government contracting and business development.

Weeks’ project manager and estimator, Keith MacKenzie, nominated Dicin for the award, stating that the subcontractor continually hit its deadlines with submittals, material and equipment deliveries, and installation.  “Dicin had to contend with the supply chain crisis that affected material and equipment procurement worldwide,” MacKenzie wrote in his award submission. “Through this, Dicin persevered and delivered its scope of work on time, which is an exceptional feat in and of itself.”

He also noted that Dicin’s comprehensive knowledge of the scope of work and subject matter was invaluable when questions arose with the contract drawings and design.

“Several times, the Navy worked directly with Dicin to make recommendations for changes to the project,” MacKenzie wrote. “This is due in part to Dicin’s reputation as a valuable partner and their expertise in their field.”

Cindy Hersom, Dicin’s president and owner, said the SBA award “really puts an exclamation point on the type of work and the integrity” that the company strives for every day. “That award demonstrates the 50 years of hard work and the collaboration of our loyal employees with our prime, as well as with our own subcontractors and distributors.”

Hersom’s parents, Rudy and Janice Chieka, founded the company in 1973 and secured the first subcontract in 1974 at the Navy Submarine Base, “and we have worked hard ever since to have a presence on the base,” Hersom said.

Dicin is best known for marine and pier facility projects, including existing and new pier construction, submarine berthing facilities and installation of new electrical distribution systems. Over the past seven years, the company has doubled its annual sales.  

Hersom said that she and her team were also really touched that Weeks thought of Dicin as “worthy enough” to endorse the company for this award.

“They have been an exceptional prime contractor to work with—very supportive and at the same time they afforded my team room to be the experts they are for the betterment of this project,” she said. “This award could not have happened if Weeks did not endorse us.”
